US President Donald Trump says Washington will sharply reduce troop levels in Germany beyond the planned withdrawal of 5,000 soldiers. The move increases tensions with German Chancellor Friedrich Merz after criticism of US strategy in the Iran conflict. Officials in Washington warn the decision could weaken NATO and transatlantic cooperation, and send signals to Russian President Vladimir Putin.

Ukrainian authorities report at least 10 people killed and dozens injured after Russian strikes across the country. A ballistic missile hit Mykolaiv, while attacks targeted more than ten cities. Air defences intercepted most drones. Fatalities were reported in Donetsk, Zaporizhzhia and Kherson regions. Ukrainian President Volodymyr Zelenskyy said Ukraine also struck oil vessels near Novorossiysk used for energy transport and military logistics.

France plans tougher measures against illegal raves after a mass event near Bourges drew up to 40,000 people. Interior Minister Laurent Nuñez says penalties will increase under a new law, including up to two years in prison and fines of 30,000 euros for organisers. Authorities deployed over 600 gendarmes, and dozens of attendees required medical treatment.
