As artificial intelligence and cloud computing continue to expand, communities across the world are facing a growing question: who should pay for the massive infrastructure needed to power huge data centers?

This week, Tennessee offered a clear answer. A newly enacted law requires data center owners to cover the full cost of the electrical infrastructure and grid upgrades needed to support their facilities, rather than passing those expenses on to ordinary households and businesses. The legislation also prevents utilities and local governments from absorbing those costs on behalf of data center operators.
