The European Commission has presented an Action Plan Against Cyberbullying to better protect children online. Central to the plan is an EU-wide app allowing minors to report abuse, contact national helplines and store evidence securely.

Member states will adapt and translate the model, linking it to existing support services. Coordination will take place at European Union level, while daily operation remains national.

Many countries already cooperate through the Safer Internet Centres network.

Around one in six children aged 11 to 15 in the EU report cyberbullying. Rates range from about 7.5 percent in Spain to over 27 percent in Lithuania, according to 2022 data from the Organisation for Economic Co-operation and Development.
